01
Conceptual & FEED Studies
Front End Engineering Design studies that define project scope, cost, and schedule with the accuracy needed for investment decisions.
Our FEED studies provide operators and investors with a robust technical basis for project sanctioning. We take your project from process concept through a fully-defined FEED package — including process design basis, mass and energy balances, equipment lists, and preliminary cost estimates.
We have delivered FEED studies for onshore production facilities, offshore platforms, MOPU topsides, FPSOs, and early production systems across Southeast Asia, the Middle East, West Africa, and beyond. For offshore and floating facilities, our studies include equipment weight and space allocation sufficient for topsides design criteria and structural interface documentation. Our approach is to minimise unnecessary conservatism while ensuring every design decision is justified by sound engineering.

Process Simulation
Steady-state and dynamic process modelling using Aspen HYSYS — equipment sizing, relief load studies, ESD transient analysis, and operational troubleshooting.
Process simulation is central to everything we do. Our consultants have extensive experience building and validating steady-state and dynamic simulation models for upstream and midstream facilities using Aspen HYSYS.
Where a steady-state model answers sizing questions, HYSYS Dynamics answers operational ones — emergency shutdown transients, control valve sizing, slug flow behaviour, and depressuring analysis. We use dynamic simulation to validate ESD logic, confirm relief system behaviour under worst-case transient conditions, and support control system design. Simulation models are delivered with full HYSYS files, not just reports, so clients can run their own sensitivity cases.
Standards: API 520, API 521, API 526, API 14E, NORSOK P-001.

Project Management
End-to-end project and construction management for fast-track oil & gas campaigns across six continents.
Our project management capability spans all phases — from project setup and engineering scope definition, through procurement and contracting, to construction and handover. Darren Strengers brings 25+ years of field project experience across six continents, managing international contractors, complex supply chains, and multi-discipline engineering teams.
We understand the pressures of fast-track projects and the commercial realities of operating budgets. Our approach is pragmatic — focused on delivering to schedule and budget without creating unnecessary risk. We integrate directly with client teams, act as owner's engineer when required, and maintain clear cost and schedule accountability throughout.
Standards: PMI PMBOK, client project management systems.
Key Deliverables
- Project Execution Plan (PEP)
- Project Schedule (Primavera / MS Project)
- Procurement Strategy and Tender Documents

Commissioning & Start-up
Field commissioning and start-up support for new facilities, plus Pre-Startup Safety Reviews and operating procedure development.
Commissioning is where engineering decisions become operational reality. Our consultants provide onsite commissioning support for new facilities, ensuring the handover from construction to operations is safe, systematic, and well-documented. We develop start-up procedures that reflect how the plant actually behaves — not generic templates copied from another project.
We provide Pre-Startup Safety Reviews (PSSR) as a formal deliverable, confirming that all HAZOP actions are closed, safety systems are verified, and operating procedures are in place before hydrocarbon introduction. For greenfield projects, a formal PSSR is a regulatory requirement in many jurisdictions and a contractual obligation in most operator management systems.
Standards: Client HSE procedures, applicable API and NORSOK operational standards.
Key Deliverables
- Commissioning Procedures
- Pre-Commissioning Punch Lists
- System Completion Dossiers
- Start-up Procedures
- Pre-Startup Safety Review (PSSR)

EC&I Engineering
Full Electrical, Control & Instrumentation engineering — from control philosophy and instrument selection through SIS design, area classification, and SCADA architecture.
Electrical, Control & Instrumentation engineering is a principal discipline that is often under-resourced in boutique consultancies. At FEEC it is a core capability: Robin Binner brings 30 years of EC&I experience across greenfield design, brownfield modifications, and the full Safety Instrumented System lifecycle to IEC 61511.
Our EC&I service covers the complete instrumentation scope — from process measurement philosophy and control loop design through instrument datasheets, hook-up drawings, and cable schedules. On the electrical side we deliver area classification studies, load lists, and single-line diagrams, interfacing with specialist vendors for HV equipment and SCADA systems. We work with operators and EPCs equally — as lead EC&I discipline or as independent reviewer of another firm's design.
Standards: IEC 61511, IEC 60079, ISA 5.1, ISA 18.2, NORSOK E-001, IP15.

Brownfield Engineering & Debottlenecking
Capacity optimisation, revamp studies, and modification engineering for existing facilities — with the practical perspective of engineers who have operated them.
Brownfield engineering demands a different mindset from greenfield design. Existing facilities have constraints, quirks, and operational histories that govern what is feasible — and you cannot fully understand those constraints without experience on the operations side. Ian Bissett spent 34 years at Total, Marathon Oil, and Talisman Sinopec before joining FEEC. That operator perspective is applied to every brownfield study we undertake.
Our brownfield service covers capacity debottlenecking, process revamps, life extension studies, and modification engineering packages. We identify constraints, evaluate options with clear cost-benefit framing, and produce modification packages that can be executed safely against an operating facility. We also support Management of Change (MoC) processes — including brownfield HAZOP and operability reviews for proposed modifications.
Standards: API 14C, NORSOK, client HSE and MoC procedures.
Key Deliverables

Technical Due Diligence & Independent Review
Independent engineering assessments for asset acquisition, project sanction, and lender requirements — delivered by senior engineers with operator and EPC experience on both sides of the table.
When the stakes are high, an independent second opinion is not a luxury — it is a discipline requirement. We provide technical due diligence assessments for upstream and midstream asset acquisitions, reviewing process design, production assumptions, equipment condition, and operating cost basis against industry norms and our own field experience.
For project sanctioning, we offer independent peer review of FEED packages — identifying technical risks, challenging assumptions, and confirming that the design basis is fit for purpose before capital is committed. Our team has sat on both sides of these reviews: as project engineers whose work has been reviewed, and as independent assessors doing the reviewing. We understand what a credible technical review looks like and what it is trying to achieve.
Standards: API, NORSOK, SPE PRMS (reserves assessments), applicable industry standards.
Key Deliverables
- Technical Due Diligence Report
- Asset Acquisition Assessment
- Independent FEED Peer Review
- Design Basis Audit
- Production Forecast Review
- OPEX/CAPEX Reasonableness Assessment
- Technical Risk Register
- Lender's Technical Advisor Report
- Expert Opinion and Dispute Support
